Over the past two decades, the EU has emerged as a global regulatory force in the digital age. As technologies such as big data, cloud computing, and generative artificial intelligence reshape modern life, the EU has responded with a legal model grounded in rights-based governance, institutional coherence, and judicial authority. This book focuses on two emblematic instruments: the General Data Protection Regulation (GDPR) and the Artificial Intelligence Act (AIA). It examines how both EU legislation and the case law of the Court of Justice of the European Union (CJEU) work together to set global standards in data protection, AI governance, and digital rights. The EU’s ability to combine legal consistency, regulatory ambition, and market access has made it a key actor in shaping the global digital order. Structured in three parts, the book traces the evolution of EU digital regulation, analyzes the mechanisms of its legal and institutional architecture, and evaluates its impact on global governance.

Yuval Reinfeld is a research fellow at Ben-Gurion University and an adjunct professor at Reichman University. His work focuses on EU law, digital laws, data protection, privacy, and AI regulations. Dr. Reinfeld examines the legal challenges of emerging technologies, with an emphasis on the global influence of EU frameworks such as the GDPR and AI Act. His recent book, The European Union as a Normative Power, analyzes how European legal models shape digital governance, transnational standards, institutional practices, and innovation policy worldwide.

Aviv Gaon is a senior lecturer at Reichman University’s Harry Radzyner Law School. He holds a Ph.D. from Osgoode Hall Law School and LL.B and LL.M from Reichman University. His research focuses on Intellectual Property, Law and Technology, and Competition Law. He has published on AI, copyright, and emerging technologies. His recent books include The Social and Legal Impact of Autonomous Vehicles (2025), Leading Legal Disruption (2020), and The Future of Copyright in the Age of AI (2021). In 2019, he received the IP Osgoode David Vaver Medal for Excellence in IP Law.
