The first night of his term, four older inmates drugged Parsell and took turns raping him. When they were through, they flipped a coin to decide who would "own" him. Parsell has spoken before a number of legislative agencies and was a driving force behind the enactment of the Prison Rape Elimination Act of 2003, the first federal law to address the subject.
