Dr Stephen Hickey studied Modern History at Corpus Christi, 1967-70, and completed a DPhil at St Antony's College, Oxford. He joined the civil service, amongst other roles serving as Chief Executive of the Civil Service College and as a Director General in the Department of Work and Pensions and the Department for Transport. He has subsequently served as Chair and/or Trustee of several charities and in the NHS as Vice-Chair of a Clinical Commissioning Group.
