Eiji Ōtsuka is a novelist, anthropologist, and social commentator. He is currently employed as a professor at the Kyoto-based International Research Center for Japanese Studies. He earned a bachelor's degree in anthropology with minors in women's folklore, human sacrifice, and postwar manga. He is a critic, essayist, and author of several successful non-fiction books on Japanese popular and otaku subcultures in addition to his comic work. He is the creator of the manga series Multiple Personality Detective Psycho and The Kurosagi Corpse Delivery Service.

Mahō no Rouge Lipstick, an adult lolicon OVA, was one of his first animation scripts. Petit Apple Pie, a bishōjo lolicon manga series, was edited by Ōtsuka. The author is a resident of Kyoto, Japan.
