This Adelphi Paper examines the motives behind Libyas pursuit of a nuclear weapons capability, from Gadhafis rise to power in 1969 through to the end of 2003, assessing the proliferation pathways that the regime followed during these years.
WYN Q. BOWEN has been a Lecturer in the Department of War Studies, King's College, London, since 1997. Previously he was a Senior Research Associate on the Monitoring Proliferation Threats Project, Center for Nonproliferation Studies, Monterey Institute of International Studies, California. In 1997 and 1998 he took part in a total of three ballistic missile inspections in Iraq with the United Nations Special Commission (UNSCOM). He is the co-author (with David H.Dunn) of Beyond Containment: US Security Policy in the 1990s.
