Chloe studied at the University of Western Australia and The University of Newcastle-upon-Tyne, graduating with a philosophy degree. Her first job was as a copywriter for a London advertising agency and she worked in advertising for several years before teaming up with her art director to write her first children's book.

Success came, when, inspired by her then teenage daughters she began to write teenage fiction. Two books from her 'Justine' series were nominated for The Guardian Fiction Prize and one for the Carnegie Medal. The second Justine Book; Virtual Sexual Reality was also made into a successful film.

Chloe now lives with her family and divides her time between France and London. Her two daughters are now both grown up
