Mr. Impossible by Roger Hargreaves
It's the early 21st century and humanity is changing. Eliza Reyes languishes in professional exile after her implosion during her dissertation defense. She's lured by a chance at redemption into helping the mysterious Grupo de Pachakuti complete their century-long work. They're racing to rebuild their patron Charlie's fractured history using the impossible stories of Norse gods, Aztec sacrifice, and long, lonely millennia that he shares as truth. Can she hold herself together long enough to help them solve Charlie's puzzle and prevent the feral man's suicidal attempt to escape the planet? It's the early 23rd century on the wild Siberian Steppe and humanity has changed. Hungry lightning rules the world that it destroyed. Gifted by his childhood cancer with a vision for the way of things and a natural armor of bristling bones, young Fen struggles to grow into a powerful chieftain in time to protect the Endless Tribes of his home from an unexpected threat worse than the living lightning. The Hollow Folk - the Lords of the Storm, the Dragons, the hidden civilization that helped ruin the world - have returned to reclaim the surface of the earth. The strange stories of Eliza, Charlie, and Fen weave together into The Sin Eaters, the first novel in a trilogy about how our worlds change, we change with them, and sometimes we manage to change the world.
