Frank graduated from Miami University in Oxford, Ohio, with a bachelor's degree, a master's degree in divinity from Gordon-Conwell Theological Seminary, and a doctorate in ministry from Phoenix Seminary. For twenty-two years, Frank served as a pastor and church planter.

Frank has been a full-time missionary with the International Turkey Network and the Timothy Project since 2004, providing local discipleship tools for the Turkish church. He is also involved with the Orality Project, which promotes oral evangelism and discipleship in Turkey. He has given numerous seminars and courses on Christian character, both in the United States and abroad. and on a global scale
