Later, at King's College in London, he was the Marsh Christian Fellow in War Studies. He has worked at the White House as an associate counsel for intelligence and international security, as legal counsel to the Senate Select Committee on the Iran-Contra Affair, as a counselor on international law at the State Department, and as director of intelligence, senior director for key infrastructure, and senior director for strategic planning at the National Security Council.
Many volumes on nuclear strategy, social choice, and constitutional law have been authored by him. He currently divides his time between Austin, Washington, and London.
