Chandan Sinha is currently serving as Project Director and ex-officio Special Secretary with the Department of Health and Family Welfare, Government of West Bengal, India. A member of the Indian Administrative Service (IAS), he studied English Literature at St Stephen's College, Delhi, and Public Administration and International Management at the University of South Carolina and the Maxwell School of Citizenship and Public Affairs, Syracuse University. An astute analyst of public management in India, Sinha has published papers in peer-reviewed journals and books. He has also conducted a survey of training programmes and courses in the areas of Public Administration and Public Policy in some of the leading universities in the United States including Syracuse, Harvard, Princeton, Duke and Columbia.
