Waterbound by Jane Stemp
In a future existence ruled by anonymous authority, Gem discovers another world. It is a world of water tunnels underneath the city, where handicapped people live. Their struggle to escape becomes Gem's struggle. Messages are sent in paper flowers enabling people to reclaim their lost children.
