Essentially it says The world is deterministic: everyone's actions are pre-ordained by the mechanical playing-out of the consequences of physical laws Therefore the idea that people have free will is wrong. People do not live outside the ordinary laws of physics. Free Will is an illusion. Greening infers real-life implications from this analysis.
