The Criminal Justice Act (1994) has removed the duty on local authorities to provide caravan sites for Gypsies, introduced new laws on trespass and made it more difficult for them to buy land for sites, greatly increasing the potential for conflict between landowners, local authorities, the police and the 60,000 Gypsies living in England. The Gypsies of England are once again being forced off their sites and have to live on the verge. This short practical introduction to Gypsies, their history, way of life and the legislation which attempts to control the way they live, will give councillors and professionals the basic knowledge to deal with the problems which inevitably arise, with both tact and understanding. First published in 1990 by the Runnymede Trust, this study has been updated to take account of recent legislation including the Criminal Justice and Public Order Act (1994) which repealed the Caravan Sites Act (1968). As well as being a suitable text for local government councillors and officers, this text should also be of interest to teachers dealing with Gypsy children and the general reader wanting an account of the way Gypsies live today.
