The post-16 sector of education has been subject to a considerable degree of change in the wake of the 1992 Further and Higher Education Act. The pressures of incorporation have tended to concentrate attention on organization and management structures, and strategic and business planning. There is now a real need to reconsider the functions, priorities and values of further education. This book is designed for college staff, and in particular members of college boards. It explores some of the major issues involved in college development, and focuses on specific areas which must be tackled if colleges are to meet the education and training needs of the majority of young people and adults.
